Forever's level cap is 60, permanently, so the “next tier” has to come from somewhere else — and Legacy carries most of that weight. It is account-wide, earned by levelling alts, capping crafting professions, dungeons, raids and PvP, and spent per character. This page tells you what to spend on, how to earn it, and lets you plan a character.
What it is. Complete Legacy Challenges → earn Legacy Points for the whole Battle.net account → every character spends them separately in three small trees of levelling, gold and comfort perks. What it is not. Combat power. The perks shave downtime and gold sinks; your 51 class talent points are a separate system. Why keep earning past the cap. Points you cannot spend still count toward the cosmetic Reward Track, and Blizzard says the cap will rise.
65Earnable Source tier A — official Blizzard or live client data: AAccount-wide at launch
29On one character Source tier A — official Blizzard or live client data: AAlts add Reward Track progress, not power
16Spendable Source tier A — official Blizzard or live client data: APer character, across all three trees
Each character gets 16 spendable Legacy points out of a pool of up to 65 earnable, and spending is not consumed across characters: a Warlock spending 16 does not take anything from a Warrior. Blizzard on why the cap exists: it “is intended to keep players from feeling pressured to do everything at once and to help new players avoid feeling too far behind.”

Two different 16s — and outlets have already merged them
The 16-point talent milestone is a row in your class tree, alongside the 11 / 21 / 31 gold-medal talents. The 16-point Legacy cap is a completely different system. Several secondary outlets merged these into a false claim that talent points are capped at 16 at launch. They are not — the class trees still run to 51 points. Class talent structure →

Five ways to spend 16 points, each checked against the gates and linked-perk rules below and reachable under both readings of the disputed rules. They are this site's recommendations (tier D) built on rules that are themselves only tier B, so check them on the beta tree (hotkey Y) before you rely on them. Level on Adventure, live at 60 on Resourcefulness, craft on Professions. Talented is the strongest levelling perk (talent points from level 5 instead of 10) but costs 10 points because Well Rested 5/5 must come first. Non-Hardcore challenges do not appear in Hardcore; a challenge earned in Hardcore is granted in all rulesets; 12 Hardcore-specific challenges replace PvP when Hardcore launches (after launch). The twelve have not been listed yet. Points earned in Hardcore count everywhere; nothing flows the other way.
Earning order at launch Source tier D — our analysis: D
Start a crafting primary on day one. 150 in a non-gathering primary pays a point and can open Legacy before level 25. Take two crafting primaries — gathering pays nothing.
Level through the Spelunker bands. Your class’s 25 / 45 / 60 points come on their own; run every 15–25 dungeon for Novice Spelunker while you are that level, then the 26–45 set.
Start the Field of Honor Season’s Journey in week 1 if it is open below 60 (unconfirmed). Weeks 4, 7 and 10 are calendar-gated: a late start cannot be caught up.
At 60: both primaries to 300, Master Spelunker, the Lord Valthalak questline, Onyxia, then Hyjal Summit and Barrow Deeps when raids open (9 December). Onyxia may also open only on 9 December — sources disagree, so don’t count her point before then.
Alts: 3 points per new class, plus crafting primaries nobody else on the account has. All 18 profession points need six different crafting primaries spread across your characters.
Whenever convenient: explore the whole world map on one character, and the four Battleground reputations with Diplomat.

Traps and open questions Source tier D — our analysis: D
Gathering and duplicate professions earn nothing. Only the six crafting primaries score, and only for the first character on the account to reach each step Source tier A — official Blizzard or live client data: A. Decide which character takes which crafting profession before launch.
The one-rank perks at the end of a tree cost 11+ points. Frequent Flier, Dedicated Study, Reagent Economy each need 10 points in their tree first, so a character can own at most one of them at 16.
Do not respec off Talented before 60. You would drop up to five talent points until 60. At 60 Talented does nothing, so dropping it then costs nothing.
Respec once, at 60. Spend as you go while levelling, then move to an endgame build. Respec exists, at the class trainer. Beta: cheapest respec 1s, decays one step per hour; Blizzard says that pricing applies only during the beta. Launch pricing not announced. Source tier A — official Blizzard or live client data: ASource tier B — verbatim reporting or hands-on testing: B If launch pricing works like class talents, flip-flopping weekly between raid and PvP builds will get expensive.
Some perks do nothing where you might expect them to. Bountiful Harvest is wasted on a character that does not gather; Thrill of Adventure and Field Medicine do nothing in dungeons, raids and Battlegrounds; High Alert does nothing in Battlegrounds.
Do not plan around Master Chef and Luremaster opening at 5. Icy Veins says 10 (our reading of the client column agrees Source tier D — our analysis: D); only Wowhead’s calculator says 5.
Hardcore starts cold. Points earned on the other rulesets never reach Hardcore; Hardcore points reach everything Source tier A — official Blizzard or live client data: A.

Why it matters
Parent fully ranked, or one rank?
Decides whether e.g. Talented costs 10 or 6. The planner has a switch for it
Master Chef and Luremaster: 5 or 10?

One rule this guide applies to itself
An empty read is a failed read, not an absence. A calculator that shows no value, or a search that returns nothing on a half-populated Forever database, is evidence about the database — not about the game. Everything above is listed as unknown, not absent.
Rulesets — what carries and what does not Source tier A — official Blizzard or live client data: A

What does NOT carry
Characters do not carry. Nothing from the beta carries into launch, and a character cannot switch ruleset. The only exit is the one-way transfer out of Hardcore on death.
Grouping does not carry.“Cross-ruleset grouping is not supported.” (Battlegrounds may mix Normal, PvP and Roleplaying players.)
Factions do not mix. You still group, run dungeons and raid only with your faction.
Spent points do not follow a character — each character spends from the shared pool in its own layout.
Decisions at launch Source tier D — our analysis: D
1. The ruleset is the only truly irreversible decision
It is chosen once, at character creation, and it decides who you can play with. Legacy does not rescue a bad choice: points are shared across Normal, PvP and Roleplaying, but the character stays where you made it.
2. Hardcore is not at launch — plan around that
Because progress only flows out of Hardcore, anything earned before it opens does nothing for a future Hardcore character. If that is where you want to be, start there when it opens.
3. Spend the points without fear
Legacy has a respec, the cap stops you overspending, and surplus feeds the Reward Track. Spend for what the character is doing now, and respec once when that changes — usually at 60.
4. Spend differently on different characters
The per-character spend is the point. Reagent Economy on a reagent-hungry caster, Talented on whatever you are levelling, Bountiful Harvest on your gatherer. Copying one build across the account wastes the only flexibility the system gives you.
5. Profession spread is a Legacy decision
Profession points reward breadth across characters rather than two maxed primaries on a main, and moving a profession later means levelling it again. Professions & Gold →
6. Nothing about Legacy is time-limited
No season and no expiry, except the Season’s Journey weeks. The spending cap rises later, so points banked now become spendable later.
Where Blizzard says it goes next Source tier A — official Blizzard or live client data: A
New challenges every content release; new perks in existing trees first, new trees later; higher spend caps; Hardcore perks. 'Professions and Legacy System Updates' slated Summer 2027. That is the design answer to a permanent level 60: the game grows sideways. The itemization rework does the same job on gear.
Mounts and riding — filed here because Legacy is where it was announced
Forever adopts the Burning Crusade mount-cost model: the up-front mount cost shifts into the training, and learning the riding skill grants you a mount. Riding costs more gold than before, and there is no free mount at 40. A purchased Skyborne mount still needs riding bought in game. Why this is the game’s largest gold sink →
