The read Source tier B — verbatim reporting or hands-on testing: B
Frost for levelling, and it is not close — not for damage but because the mob spends the fight frozen. Ice Lance, the 11-point talent, is the headline: an instant, cheap, +200%-versus-Frozen payoff button (it was +300% before 15 October) that a level-20 character can already own. Arcane changed most: since 15 October Arcane Blast is a Spell Damage ramp, Missile Barrage is a row-1 talent any spec can take, and Arcane Wrath is the new 16-point talent. Fire keeps the highest single-target ceiling.
Tree data is Wowhead's datamined Forever dataset (dv=30), pulled 18 October 2026.
It carries the talent changes of the 1 October beta build (70170) and the
8 and 15 October notes, and was spot-checked against Blizzard's beta development notes.
Our live-client check (C_Traits node walk, build 70450, 17 October 2026 — the 15 October build) matched every visible talent's name, rank count, spell ID and position; two Frost Mage talents Wowhead had swapped are corrected to the client. On 24 October 2026 we rendered every tooltip from the client’s own tables for the latest build (1.60.1.70532): 53 of 55 Mage talents read exactly as shown here, and where the client differed its text is used. The rest are marked Not client-checked, with the reason in the tooltip — usually a figure that depends on your level or stats.
Talents where sources disagree carry a Disputed flag.

Recommended levelling path D C
Frost (deep Frost, 51 points)
Frostbite roots feed Ice Lance and Shatter, which is survival and damage in a no-tank solo or duo. After 30: Cold Snap/Ice Block/Ice Barrier for safety, Improved Blizzard and Frost Channeling for cheaper AoE grinding, then Improved Cone of Cold, hit and utility, and Winter's Chill last (since 15 October its stacks set up your next Cone of Cold on one target rather than adding crit).
- Source tier D — our analysis: D Levels 10–30: our order. Built from Blizzard’s class notes and checked against the tree; no published Forever build matched it.
- Source tier C — provisional or placeholder data: C Levels 31–60: derived. No Forever source published past the beta's level-30 cap, so these steps are the classic levelling build for the spec, fitted to the current tree.
At level 30, the beta’s cap (21 points): Arcane 0 / Fire 0 / Frost 21. At 60 (51 points): Arcane 0 / Fire 0 / Frost 51.
- 20 Ice Lance (11-pt)
- 24 Frost Blast (trained spell, not a talent)
- 30 Fingers of Frost 1/2 - the beta's cap (Ice Block is the KB alternative)
- 33 Cold Snap
- 36 Improved Blizzard 3/3 - AoE grinding
- 40 Ice Barrier (31-pt)
- 46 Elemental Precision 3/3 - 3% spell hit
- 60 51 Frost - Winter's Chill 5/5 last
The trees below show the whole plan at level 60: a badge gives the level of each talent’s first point, and the rank readout shows the ranks planned.

Notes
- Legacy “Talented”: the Legacy perk can unlock talent points up to 5 levels early. This path assumes you do not have it; with it, take each step up to 5 levels sooner.
- Dual spec at 40. Blizzard’s class deep dives give Dual Specialization at level 40 for every class.
- Not fully client-checked: Ice Barrier (L40), Frost Warding (L47). The client confirmed their names, ranks and positions; a figure in their text depends on your level or stats, or the client data is incomplete (the tooltip says which).
- 10-30 is the KB build verbatim; gates hold on dv=30 (re-checked 2026-10-18). The 10-30 pick order is the KB's own (tier D order on Wowhead-backed talents). The 15 October build cut Ice Lance to +200% vs Frozen (was +300%) but nothing at 10-30 outranks the Frost points it would replace, so the order stands. 31-60 order is derived (tier C). Since a hotfix after 17 October the Frost tree holds exactly 51 points (Elemental Precision is 3 ranks for 3% hit), so a 51-point Frost build takes every Frost talent and only the order matters. Winter's Chill is the version in the second 15 October note, confirmed by the client: only Frostbolt, Frost Blast and Fingers of Frost Ice Lance apply it, for +5% Cone of Cold damage and +7% of spell damage per stack - a single-target set-up, not an AoE-grind talent - so, as the KB planned for that case, Elemental Precision comes early (44-46) and Winter's Chill last (56-60). Move Elemental Precision earlier still if dungeons or higher-level mobs miss a lot.

How to read a node Source tier A — official Blizzard or live client data: A
The rail down the left is the points you must already have spent in that tree to unlock
the row. The talent itself then costs one more. The pips under each name are its rank
track — four pips means four ranks — and the N/M readout beside them is the same thing in text. On a path talent the filled pips and the readout show the ranks the path puts in it by level 60 (or by the level you pick in the slider above). Arrows are prerequisites and point
from the talent you need to the talent it unlocks.
Hover, tap, or tab to any node for its full effect text, every rank, and its prerequisite. Nothing here is hover-only: the same text is in the page for screen readers, and the table under each tree carries all of it without JavaScript.

What the beta tested: level 30 Source tier A — official Blizzard or live client data: A
The beta was capped at level 30 from 1 October until it closed, which gives 21 talent points (points = level − 9). That reaches a row-5 talent — the ones whose rail reads 20 pts — including the new 16-point “gold medal” row. At level 20 you have 11 points, enough for a row-3 talent and nothing beyond.
On the recommended path those 21 points go 21 into Frost — every one of them sourced (tier B).
Ice Lance is a row-3 talent with a requirement of 10 points in the Frost tree, and it is the 11th point you spend. Both numbers are correct and they describe different things: 10 is the gate, 11 is the total. Levelling says 10; Mage says 11. Neither is wrong, but the two pages read as if they contradict each other, and that should be reconciled in one voice.

Moved to row 1 as a 2-rank talent on 15 October (it was the 16-point talent). In the client (build 70532) Arcane Blast triggers it 20/40% of the time and Arcane Wrath, Fireball, Frostbolt, Frost Blast and Frostfire Bolt 10/20% — so a Frost or Fire Mage can buy it with a first-row point. The 15 October note also named Arcane Missiles hits; the client text never carried that.

Recommended levelling path: 5/5. Ranks taken at levels 56–60 (derived, tier C).
Redesigned on 15 October: it no longer adds crit. The client (build 70532) settles the two 15 October notes in favour of the second: only Frostbolt, Frost Blast and Fingers of Frost Ice Lance apply it (20–100% chance), and each stack (up to 5) makes your next Cone of Cold on that target deal 5% more damage plus 7% of your spell damage. Still self-only. Blizzard does not build stacks, so it is a single-target set-up for Cone of Cold, not an AoE-grind talent.
Requires: 1 rank of Cold Snap
Shield yourself, absorbing damage based on your spell power and increasing your Frost damage by 3% for 1 min. While shielded, your Frost damage is increased by an additional 3% and you do not lose casting time when you take damage.

Redesigned in the client (build 70532): besides the absorb (which scales with spell power), it raises your Frost damage by 3% for 1 min, by another 3% while the shield holds, and you do not lose casting time when hit.
Not fully client-checked: worded as the client has it; the absorb depends on your spell power.
